Poly finish streaky for bottom side of desk, what do I need to do to ensure a better finish for the top side?

8ft Birch butcher block for desk top.

Looks fine until you kneel down and look it and notice the weird, streak-like issues.

I am using wipe on poly and I used [staining pads](https://www.lowes.com/pd/Trimaco-4-Pack-1-in-x-5-in-Cotton-Floor-Stain-Pad/50207259) to wipe on four coats. Sanded at 220 between first three coats, just sanded at 320 after the fourth coat and I’m currently waiting to put on the hopeful final coat. After the final coat has dried, I plan on hitting everything with some 0000 steel wool and wax.

**This is the bottom of the desk, so it doesn’t have to be perfect, but. I want to make sure I correct my mistakes for the top side.**
